Bossman Rule on the Outs???

Ljubo will love this one, but UEFA is trying to implement a new "local player" rule....while it is small right now, I think this could help our domestic league greatly as well as our NT, what do you guys think?

TALLINN, Estonia (AP) - A rule designed to increase the number of locally trained soccer players was unanimously approved by UEFA's 52 member federations Thursday.Starting next season, clubs will be required to field a first-team roster of 25 players containing at least two players trained at their own academy. An additional two must come through systems of clubs from the same country.Although the rule applies only to UEFA's competitions - including the Champions League and UEFA Cup - European soccer's governing body urged its members to adopt it in their domestic competitions.

The quotas, approved at UEFA's annual conference, will increase to four club-trained players and four from the home country in 2008.The measure is an attempt to reverse the effects of a 10-year-old European Court decision outlawing limits on non-domestic players from within the European Union.


The Bosman ruling - named for the player who instigated the change - allowed wealthy teams such as Real Madrid to assemble talent from all over Europe and neglect the development of young players. Smaller clubs also switched their attention overseas, finding it cheaper to employ players from regions such as Eastern Europe and Scandinavia.

UEFA chief executive Lars-Christer Olsson said some of Europe's wealthiest teams, such as Chelsea and Barcelona, balked at the new ruling because it will restrict their ability to field the best team possible. Olsson didn't rule out the possibility of a court challenge. ''We know that there are a few clubs questioning the program, but we have also understood they are definitely a minority in their own leagues,'' Olsson said. ''You never know what will happen if it gets caught up in court, but we've had very positive feedback from the European Commission.''

Delegates also voted unanimously to extend by one year the tenure of UEFA's executive committee, which includes president Lennart Johansson. The move means former Germany coach and captain Franz Beckenbauer will be able to challenge three-time European player of the year Michel Platini for president when Johansson steps down in 2007. Beckenbauer is chairman of the organizing committee for the 2006 World Cup in Germany, ruling him out had the vote been scheduled next year. Johansson said Beckenbauer had indicated that he was ready to run, but said Beckenbauer was still deciding.
Platini announced last month that he would seek the UEFA presidency when Johansson retires.

Good article and idea. Of course the big western European teams are against the idea, but TOUGH! they should work to develop talent not just buy it.

If anything, the big countries federations should be for it. It's no coinsidence that ever since the Bosman rule came into effect, it has directly hurt the NT's of the country that has a big league. Look at Italy and Germany for example...some of their younger players may have been sacrificed and not found spots in a bigger clubs first 11 and it shows.

Then you look at a country like ours where we had a bunch of young guys leave for bigger clubs only to not find spots and ride the bench or watch the game from the luxury box in a suit because they didn't get a spot on the bench of the pitch for that game.

I was always a fan of the 3 foreigners per team rule. But, with the countries that are in the EU can that rule work anymore without screwing with their labor laws within the EU member countries?

If they ever went back to that old rule, it would help all the smaller domestic leagues throughout Europe.

Just something else on this rule...this could also be a blessing in disguise for club teams in leagues such as the HNL and other similar leagues in that, it could help them make a run in CL or the UEFA Cup..you could have teams like Ajax become powers once again like they were in the 90's. Hajduk or Dinamo could make a nice quarter-final run maybe more, which means more money coming into the league as well as the teams.

Its a good move but....

....I`ve never understood the idea of removing the foreigner limits at club football. Its supposed to be restrictive to players but clubs were still ABLE TO BUY AND PAY AS MANY FOREIGN PLAYERS AS THEY WANTED, it was just on match day that only three players could be picked. I think that UEFA should be allowed to use whatever laws they want within reason. If you are going to treat a football club like a company then soon we will have positive discrimination where AC Milan will have to have some women in the team and maybe some minorities.
